The President of the United States has the authority to order the nation’s flag lowered to half-staff as a gesture of respect. While such an order officially applies only to federal buildings, U.S. embassies abroad, and ships at sea, state and local officials usually follow a president’s proclamation.
But an issue has been raised in Baldwin County, Alabama where County Commissioner Tucker Dorsey has, once again, refused to lower the flag after a national tragedy.
